OK, for now I have a solution, although I've thought so in the past. Here's what I did assuming you are at the point where the keyboard is showing as an 'Unknown Device'

Keyboard
  1. In Device Manager, right-mouse click on the 'Other devices/Unknown Device' and click 'Update Driver Software'
  2. Select 'Browse my computer. . .'
  3. Select 'Let me pick from a list of devices. . .'
  4. Make sure 'Show compatible devices' is unchecked and then pick Microsoft -> Surface Touch Cover Filter Device'
  5. The driver fails to load with 'Code 10', however the device now shows up in Device Manager as a Surface Touch Cover Filter Device, even though it's not working.
  6. Right-click the Surface Touch Cover Filter Device entry, and select 'Uninstall'
  7. In the following message box, check the box 'Delete the driver software for this device'
  8. Swipe left and hit the Settings charm -> Change PC Settings
  9. Select Update & Recovery
  10. Click on the Check Now button. This will tell you it is about to install >800MBytes of drivers (it's trying to replace the driver you just deleted)
  11. After 10 minutes, the keyboard driver should be installed normally.
